This passage shows the many ways of a good government. I believe that a good government consist of helping the needy, being organized, and promoting peace instead of war. If a government is well organized it can get work done more efficiently. A good governments helps the needy with anything they may need. Finally and most importantly, a good government is one who promotes peace instead of war because war can destroy an entire government.
Rousseau's Marks of a good government, shows that there are many choices and decisions that have to be made. Some choices would anger people and other choice would please people, essentially there is no perfect government there will always be unhappy people. I believe a good government is one that is open minded to new ideas and new polices, so that through trail and error the government could escalate the its highest potential.
His writing explains that "you", in this case the government of a people, cannot please everybody. On the other hand, pleasing every single person under the power of the government is not the purpose of having a government. It is for the general, the country. His closing remarks where, "citizens increase and multiply most, is by far the best", is true. And taken literally, or prehaps this is the actual intended meaning, our country is allowing this to happen.
Though Roussau states that there isn't a form of governent that is definitely better than the others, a good government could regionalize taxes based on the average earnings of people in an area and public opinion. This would allow people that live in rural areas to have a higher standard of living, while more wealthy areas like L.A. would not be effected by a slightly higher tax. Another quality of a good government is the ability for politicians to agree/disagree on laws and other things in a somewhat timely manner, rather than debating for long periods of time.
Rousseau in the beginning names all of the types of things certain people want in a government. Then he basically tells these people to suck it up, because government is about agreeing. He says to succeed we can not stress on creating a perfect government, because there is no such thing. He says in a less cool way learn from the mistakes of others. We should not be ignorant of what people have failed from. He stresses not trying the impossible in government numerous times. I think he has some good points about not trying to be perfect, and just letting it flow. I think that too much government infliction with our lives is bad, because we need to be able to think for ourselves. Rousseau also says something like this in his passage. I think a good government contains people who agree and can make decisions. I think that is a problem today, nothing is getting done because nobody can agree and compromise in Washington D.C.
Roussau's article describes how there can be no perfect government in the eyes of many people such as a nation. Everyone will have different views on what should be the focus of the government. He explains that there is no single answer to the question but opens the realm of many different smaller questions that everyone wants to answer his own way. What makes a good government is one that is honest with its citizens, one that is clear on it's laws and systems, and one that can be trusted.
From what I took in from Rousseau's article is that while there are (and were) many greatly governed civilizations, many of them still collapse. He uses examples such as the Roman Republic and Ancient Greece from hundreds of years ago. While they were considered powerful and civilized, they still collapsed. It goes to show that even when a government can have positive traits, there will always be negative traits that can take the whole nation or empire down.
In the first chapter he also points out that there are several conflicting opinions on how a government should operate. Since the beginning of our nation, we as citizens have consistently upheld conflicting views on the government. Loyalist / Tories versus the Colonist "Patriot" for example.
To conclude, I think the marks of a good government, regardless of specific conservative versus liberal views, should be those which assure the quality, respectable, integrity, and the efficiency of the government.
